[摘要] The purpose of this Act is to establish by law the protection, preservation, and maintenance of public access of Managaha island. It amends 1 CMC § 2653 so as to redefine the powers and duties of the Department of Lands and Natural Resources in respect of environment, fisheries and wildlife of the Island. The Department shall be responsible, among other things for the preservation, protection, and maintenance of public access of Managaha pursuant to Article XIV, section 15 3 of the CNMI Constitu
