[摘要] The amendments of articles 1, 2, 7, and 15 concern the following: the Committee is to be subordinate to the Ministry of Municipality Affairs and Agriculture instead of the Cabinet (art. 1); the President is the Minister of Municipality Affairs and Agriculture instead of the Minister of Health (art. 2); the implementing regulation will be issued by the Minister of Municipality Affairs and Agriculture (art. 15); articles 4 and 13 of Law No. 4 of 1981 are now abrogated.
