[摘要] These Regulations (a) give effect to Articles 3,4 and lO and Annex 4 of the International Convention on the Control of Harmful Anti-fouling Systems on Ships 2001, which provides for controls on anti-fouling systems and the survey, inspection and certification of ships in relation to those systems; (b) prescribe various other matters, such as survey and certification requirements and forms to be used to report incidents for the purpose of the protection of the sea from harmful anti-fouling system
