[摘要] Section 2 places restrictions on the loading or dumping of substances mentioned in Schedule 1 and 2 and dumping of substances in general. A special permit or a general permit authorizing dumping may be issued by the Director-General of Environmental Affairs after taking into account the factors set out in Schedule 3.
