[摘要] Article 3.1 shall be amended to add the following wording: “Permanent acting bodies of the unified state system for the prevention of the outbreak of emergencies and disasters and mitigation of the consequences thereof shall be authorized bodies in the sphere of protection of the population and the territory against emergencies and disasters and early warning state system”.
