[摘要] There is hereby established a Marine Transport Authority (hereinafter the "Authority") as an autonomous public authority having juridical personality. Purposes of the Authority are set out in section 6 and include the prevention of marine pollution. The Authority shall have all the powers necessary for the attainment of its objectives.
