[摘要] Supreme Soviet decrees to give a new wording to the issue 15, that reads as follows: «Government of the Russian Federation can transfer the following plenary powers to the ministries and institutions as regards the objects of federal property, including plenary powers as reads subordinate enterprises: concluding contracts with the heads of enterprises, organizations, institutions, contracts on lease and constitutive agreements in accordance with the legislation of the Russian Federation.’’
