[摘要] These Regulations lay down certain amendments and addenda to the Waste Regulations. A new definition concerning inert waste is inserted in regulation 4. Inert waste means waste that does not undergo any significant physical, chemical or biological transformations. Further, derogations from the provisions laid down in the Waste Regulations may be allowed in cases where the competent authority deems that the waste needs to be managed without undue delay, in an effort to minimize potential threats
