[摘要] Part 2 of the Article 23 is amended to add the following paragraph: “Production, transfer and distribution of thermal energy shall not be regulated (it shall not be subject to licensing nor tariff rates shall be set) if generating capacity of these systems does not exceed 5.8 MW”.
