Annexation by Consent: One Community's Response to a Threatened Loss of Industrial Employment

[摘要] The purpose of this research project is to describe and discuss the response of one unit of local government to the threatened loss of substantial industrial employment. The response is worthy of investigation not only in view of its substantial importance to the affected governmental body, but also as it represents a novel approach to both economic development and to intergovernmental cooperation.
