The Effect of Job Training Partnership Act (JTPA) Performance Standards on Local Service Delivery

[摘要] In this day and age, public agencies have found evaluating program performance to be an increasingly important component. Routine assessments take place examining what agencies do and how well they do it. (Cook, 1986) Questions arise during this evaluation process. Are the various projects achieving what they were set up to achieve? What interventions could be introduced to improve program performance? What areas of performance should be evaluated and how should it be measured? Often some form of criteria is constructed to measure the success or failure of a program. Frequently, performance standards are set to measure these achievements. The purpose of this paper is to analyze such a performance management system. Specifically, this research examines a performance standard system that is used to evaluate an existing federal job training program, the Job Training Partnership Act (JTPA). Questions addressed include: Is it an effective and efficient system, do the performance standards developed for JTPA address the goals the legislation intended and do the standards reflect the goals of the Act?
