Who will monitor access?
[摘要] Access to health care is a necessary but not sufficient step toward quality health services. Once society has guaranteed equity of access by removal of financial barriers, the question arises, "Should society monitor such access and, if so, who should do it?" One can argue that for adults, when most barriers to care–financial, geographical, and cultural–are reduced, if one still does not use the services, it is his (her) own business, as long as he (she) is not a threat to others; and this decision should not be intruded upon. Even with this view there are dissenters; but, for children, the issue is more clear.
