LEGAL ASPECTS IN COASTAL PROTECTION ENGINEERING

[摘要] In modern systems of democratic government the basic recourse for the necessary authority and power for solving problems is in the enactment of laws. These laws may vary extensively in character and content from the comprehensive acts of a congressional body to the simplest ordinances of a town council, but each provides a means acceptable to the people for implementing a desired program. Such is the case in the preservation of beaches and the protection of coastlines.
