If precast concrete is to be a viable means of building frame structures in zones of moderate and high seismicity, a methodology for establishing the ability of precast concrete frames to withstand ground shaking must be developed. The development of ductile (earthquake resistant) frames constructed of precast concrete has been consistently identified as high priority for research in precast concrete design.' Before such research can he meaningfully undertaken, an analytical procedure for assessing performance and subsequently designing systems must be developed. This paper proposes an analytical procedure to accomplish this goal.
