[摘要] ENGLISH SUMMARY: Although South-Africa has a democratic government since 1994, great challengesexist in addressing disparities and pressing unemployment issues. Local economicdevelopment (LED) is a relatively new term in South-Africa and therefore difficultiesstill exist in the implementation of LED development strategies, although there arecases where LED has in fact been implemented successfully. National governmentmade municipalities responsible for the implementation of LED strategies. The way inwhich municipalities implement LED strategies and also whether the ingredients existto implement LED successfully, can be questioned because of a lack of capacity inthe community and the lack of financial capacity in the local governments whichsometimes exist. The LED strategy to development can work. It is therefore importantto learn from our mistakes. Only then can maximal advantage be taken of theadvantages that LED offers.In this study the different approaches towards LED is examined, but more importantlyan evaluation is made of how LED is currently functioning on the local level. A fewcase studies within the Cape Metropolitan Area were investigated and from thiscertain conclusions were reached. The conclusion is made that the process that isbeing used to formulate LED policies and projects, is acceptable. A variety ofproblems are identified when it comes to the way in which LED policies and projectsare implemented. It is important to identify these problems, because only thensolutions to these problems can be formulated.
