A public sector model for governance, leadership and management development : the Namibian case
[摘要] ENGLISH SUMMARY : The repositioning of public service training or management development institutes (MDIs) as they relate to governance and improved service delivery has been the focus of a number of studies largely conducted by various international organisations. Unlike these studies, which focus broadly on the importance and necessity of public service training as part of the reform agenda, and despite national differences, these public service training institutes (PSTIs) or MDIs all experience common challenges around sustainability, relevance, governance and institutional arrangements.This study builds on the outcome of these previous studies' findings by drawing on organisation and management theories to investigate the changing patterns of governance, management and leadership development with a specific focus on the Namibian public sector. Using a multiple case study approach alongside Grounded Theory Methodology, three case MDIs from across the Commonwealth are examined and subjected to a comparative analysis. The outcome of analysis is a normative model which is validated through two Delphi rounds. The model is then applied to the Namibian case, the Namibia Institute of Public Administration and Management (NIPAM) to assess its relevance and shortcomings and to ultimately contribute towards a public sector learning governance culture.
