Developmental local government and the role that public private partnerships can play in achieving this in the Breede River/Winelands Municipality
[摘要] ENGLISH ABSTRACT:This thesis analyse the new trend of governance andmanagement, introduced in the public sector abroad and nowfor the past couple of years in South Africa.The research further explores issues affecting publicservice delivery in general and then concludes by exploringlocal government in the Boland area in the Western Cape.The development role of government, and especially localgovernment in South Africa necessitates alternative methodsof service delivery, funding and skills transfer. Theperformance in developing countries as far as servicedelivery is concerned is hampered due to many constraints,of which unemployment and poverty are two most importantones.The literature review has explored the role New PublicManagement can play in achieving sustainable localgovernment and further reviews developmental localgovernment in South Africa. Public-private partnerships as ameans of service delivery have also been dealt with in theliterature review.The case study focuses on a municipality in the WesternCape, Boland region, the Breede River/Winelands Municipalityand its demographic, employment and affordability status. Itfurther highlights the investigations done to determineusing alternative measures to render services and forpartnerships. The current public-private partnership that isin place is also evaluated and elaborated on. If themunicipality do not use alternative sources to generateincome, create jobs and render services, be it due tooutsourcing or partnerships, the municipality will not beable to deliver affordable services and meet its obligationto render sustainable services in the area.
