Impactos segregatorios de la política habitacional llave “en mano” de la ciudad de Buenos Aires: una lectura en clave participativa

[摘要] This article analyze the results of the housing policy turnkey executed in recent years in the City of Buenos Aires (Argentina), social and territorial terms. Based on the two typologies of turnkey programs that promoted the state (of generic demand and specific demand), problematize how the design and construction processes of the turnkey dwellings impacted in the stage of dwelling of the recipients, and evaluate the effects on the daily use and appropriation that the recipients make of the housing, the housing complexes and the neighborhoods. We want to determine whether -or not- they stimulated socio-urban integration and/or segregation processes. For them, three case studies (Programa Viví en tu Casa, Programa de Recuperación del Hábitat del Barrio de la Boca y el Programa de Rehabilitación de la traza de la ExAu3) are analyzed based on the use of a qualitative methodological strategy that retrieves information from secondary and primary data sources. From the analysis it was verified that there are indeed impacts in the stage of living that finds nuances in the case of turnkey programs oriented to a specific or generic demand and to whether or not there were instances of social participation in their development. Programs with previously identified recipients and instances of social participation in which the future recipients of the houses exercise real decision-making in politics, impact on a greater appropriation of the housing, the complex and the insertion neighborhood, enabling better possibilities of socio-urban integration. To the detriment of this, social housing policies formulated in an isolated manner by the State, without any contemplation of the recipients of the produced, promote processes of expropriation and greater possibilities of socio-urban segregation for their recipients.
