Planning for change in educational NGOs: three case studies.
[摘要] In South Africa's rapidly shifting socio-economic and politicalenvironment, many non-governmental organistions are in crisis, withdonors, clients and government demanding that they change to meetthe new development agenda. Although this requires carefulplanning and strategy- making,the three cases studied have shownthat planning for change leads to tensions between need to retain thedemocratic and participatory ethos of the organisation, and the needto become more management and product oriented. In addition, thechange planning in these organisations is often vague and andunfocused, with many different ideas and approaches for dealingwith change, but few realistic plans to implement it.The research outlines an approach to planning that encompasses bothof the NOD ideals by separating planning from strategy-making. Aspart of a learning environment, planning and strategy-making areparticipative activities that enable strategy to emerge at all levels ofthe organisation, while the planning process becomes action-focusedand operational.
