A review of factors affecting urban development projects in the developing areas of South Africa.
[摘要] The successful execution of urban development projects in South Africa'sdeveloping comunities is not, as recentexperience has amply demonstrated, solely a matter ofresolving the technical difficulties. This report motivatesthe opinion that other matters outside the traditionalresponsibility of the civil engineer are vital to successfulurban development. These matters include planning foreconomic development. urban managerial and financial mattersas well as peripheral project related issues.The report identifies and reviews the most important issues ineach of the above mentioned categories, and, based on theauthor's experience in practice, suggests approaches to thesematters.The report concludes that civil engineers, and particularlyproject managers, should reconsider their role in urbandevelopment, A need exists is in this field for project managersto broaden their scope to the management of development in itswidest sense. Should timeous action not be taken by theengineering profession to prepare their members for this newrole, the void is bound to be filled by another discipline.
