Strengthen the Enabling Environment for Climate Change Adaptation and Mitigation, including Sustainable Financing" and "3. Energy Security and Low-Carbon Future." RMI also has a Climate Change Roadmap 2010 but the only copy accessible is a draft and not available on the governmental website.
