The Post Conflict Fund : Addressing Challenges of Globalization - An Independent Evaluation of the World Bank’s Approach to Global Programs
[摘要] The Operations Evaluation Department(OED) is an independent unit within the World Bank. Thegoals of evaluation are to learn from experience, to providean objective basis for assessing the results of the Bank’swork, and to provide accountability in the achievement ofits objectives. This report on the Post-Conflict Fund (PCF)is one of twenty six case studies that have been prepared assource material for the second phase of OED’s independentevaluation of the Bank’s involvement in global programs. Theprogram objective is to position the Bank throughconstructive engagement in conflict-affected countries wherenormal instruments and budget provisions cannot apply. Thekey findings are as follows : (i) a flexible instrument suchas the PCF serves the needs that the Bank’s numerousinstruments do not fulfill in conflict-affected countries;(ii) yet if the policy guidelines under which it operatesare too flexible, and the DGF criteria are ambiguous andinsufficiently enforced, the instrument can be less thanfully effective; (iii)Programs can continue over severalyears without a results-based framework and strongmonitoring and evaluation; (iv) as currently designed, thecountry-by-country approach of the program does notsufficiently generate broader cross-country lessons and doesnot exploit the program’s full potential to serve the Bankand its partners strategically; and (v) a global partnershipprogram on conflict-affected countries with partners at thegovernance level might help the Bank, United Nations (UN)agencies, and other stakeholders to better respond to thetransition from relief, to rehabilitation and reconstructionand development. Finally, this being an OED evaluation, itfocuses primarily on the Bank’s strategic role andperformance in playing up to its comparative advantagerelative to other partners in each program.
