Social Assessment Helps Sharpen Sector Reforms in Armenia

[摘要] Armenia's recent experienceunderscores the value of using social assessment (SA) insocial sector reform projects.The Government of Armeniaand the World Bank carried out an SA to evaluate the socialand institutional feasibility of the government'sproposed education and health sector reforms.The socialassessment helped to identify key stakeholders and theirexpectations and attitudes toward health and educationreforms; test compatibility of beneficiaries' statedneeds and the proposed reforms; adjust proposed projectcomponents to meet beneficiary needs and reflectsocioeconomic realities; and collect and organize baselinedata for ongoing participatory monitoring.
