Utility Regulators : Decisionmaking Structures, Resources, and Start-Up Strategy

[摘要] The design of a regulatory agency'sdecisionmaking structure encompasses issues relating to thenumber of decisionmakers, the basis for selecting them, therole played by stakeholders, and the regulatory and appealsprocesses. The selection of the regulator iscritical--especially in countries that have yet to establisha reputation for competence and reliability. When agenciesare to be independent, the goal should be to selectregulators with the personal qualities needed to exerciseindependent judgement and resist improper pressures. Anappeals process is also important to ensure that theregulator does not stray from its mandate and that itremains accountable. The author outlines good practice.
