Developing Financial Mechanisms for Long-Term Funding of Biodiversity Conservation

[摘要] On March 12, 1992, the RegionalEnvironment Divisions and the Global Environment FacilityAdministration in the Environment Department sponsored aone-day workshop. Conservation professionals, financial andlegal specialists, and Bank operational staff involved withbiodiversity, particularly Global Environment Facility (GEF)projects, gathered to discuss trust funds, endowments, andfoundations as a means of providing long-term, continuousfunding for biodiversity conservation. Following this,another workshop focusing on trust fund design for GEFbiodiversity projects was held on July 31, 1992. The paperpreviewed in this article outlines the main issues andoperational lessons from both workshops. It is dividied intothree subheadings. The first section deals with issues insetting up a long-term financial mechanism; the secondsection addresses special considerations for the GEF; andthe third summarizes conclusions from both workshops.
