Identifying Success Factors in Crowdsourced Geographic Information Use in Government
[摘要] The adoption of crowdsourced geographicdata, or volunteered geographic information (VGI), as avaluable source of spatial data is growing at all levels ofgovernment. VGI is crowdsourced geographic informationprovided by a wide range of participants with varying levelsof education, knowledge and skills. Despite some initialconcerns about data quality during early development of VGIapproaches, extensive research now demonstrates that thereliability and accuracy of VGI is suitable for official orgovernment use. Such concerns should no longer be a reasonfor the lack of government adoption of VGI. Nonetheless,significant challenges remain for governments seeking totake full advantage of the benefits that crowdsourcingoffer. This research used a case study approach tounderstand factors that have contributed to the success ofgovernment VGI efforts, some of which include supportiveorganizational or legal contexts, the presence of localchampions, and project design elements. This policy briefsummarizes the findings of the research report identifyingsuccess factors in crowdsourced geographic information usein government produced by the World Bank global facility fordisaster reduction and recovery (GFDRR) in partnership withscholars from University College London (UCL). This briefexplains the report’s context, methodology, main findingsand recommendations.
