Gas Reform in Ukraine : Monopolies, Markets, and Corruption

[摘要] Reform of the natural gas industry inUkraine started a year later than reform of the powerindustry. Because gas reform had no blueprint, its directionhas remained ambiguous. That ambiguity is the result of aconflict between those who advocate vertically integrated,opaque, monopolistic structures and those who want atransparent, competitive gas market governed by stablerules. This conflict will likely continue for several years,making the ultimate outcome difficult to predict. More byaccident than by design, the reform produced a number ofinnovative features that might be of interest for othercountries planning to restructure and privatize their gas industries.
