Meaningful Consultation in Environmental Assessments

[摘要] The World Bank's OperationalDirective 4.01 on Environmental Assessments (EA) calls forconsulting the public on environmental impacts inBank-financed projects. The operational directive (OD)requires borrowers to prepare environmental assessments inthose categories of projects that have potential significantimpact on the environment. The Bank requires that atdesignated stages of the EA cycle, borrowers conductmeaningful consultations with affected groups and localNGOs. The criteria for assessing meaningful consultation isbased on the Borrower's or EA preparer's capacityto identify the affected groups and obtain information.Meaningful consultation will be deemed to have taken placeif the final EA document reflects the views of affectedgroups, local nongovernmental organizations, and thosetraditionally excluded from the consultative and planningprocesses, as well as those of the project's sponsorand other relevant government agencies.
