Romania Toward a Low Carbon and Climate Resilient Economy : Forestry Sector Analysis

[摘要] This report is about forests thatprovide a substantial contribution to mitigation in Romaniaby sequestering carbon, helping to counter carbon emissionsfrom other sectors in the economy. Sustainable forestmanagement is challenged by fragmented ownership andinsufficient financial resources in particular. A summary ofkey existing analytic studies, and the construction of amarginal abatement cost curve for mitigation actions in theforestry sector, was the basis for identifying keyadaptation and mitigation measures for Romania’s forests. Inaddition to the national and international analyticexercises, a marginal abatement cost curve (MACC) wasestimated for three measures: afforestation, sustainablemanagement of protection forests, and sustainable managementof production forests. The key findings were as follows: (i)analysis of adaptation needs and mitigation possibilitiesfound that forestry could provide cost-efficient abatementfor Romania; and (ii) financing needs for the three prioritymeasures, afforestation, sustainable management ofprotection forests, and sustainable management of productionforests were evaluated. The conclusions and recommendationswere as follows: (i) recommendations stress the importanceof sustainable forest management for Romania and theEuropean Union's (EU) desirability to move rapidlytowards defining the rules for Land Use, Land Use Change andForestry (LULUCF) based mitigation within its 2030framework; (ii) policy measures that mitigate climate changeand contribute to growth are critical, as is capacitybuilding; and (iii) a greener path for forests will requireadditional public spending.
