Vietnam Development Report 2005 : Governance
[摘要] Fundamental changes are taking place inthe way the Government of Vietnam operates: the 2001Constitution empowered the National Assembly to hold votesof no-confidence in the leaders it elects, includingministers. The State Budget Law, effective in January 2004,further expanded those powers, by making the NationalAssembly responsible for the approval of the budget,including allocations to lower levels of government. Inparallel, there is a steady increase in the extent ofdecentralization. And some successes can be reported in thepublic administration reform agenda too, in particular, theadoption of the One-Stop Shop (OSS) model at the nationallevel should improve the delivery of administrative servicesto households and enterprises, and reduce the opportunitiesfor petty corruption. Notwithstanding, it should berecognized that important challenges remain. The goal ofthis report is to review the progress accomplished so far inbuilding modern governance, and to identify areas where moreneeds to be done. To attain this goal, the report combines arange of perspectives, and relies on a variety of analyticaltools. It carefully reviews patterns in government spending,and revenue at aggregate levels, but also in specificsectors and programs. It evaluates the decision-makingprocesses behind employment and pay policies, investmentprojects, resettlement programs and budget allocations. Itmore broadly assesses the justification for governmentinterventions in different aspects of the economy, and theimpact of such interventions on key development outcomes,including poverty reduction. Vietnam's continuedcommitment to inclusive development provides the visionresponsive to running an efficient government. Securingrapid economic growth, sustaining continued povertyreduction, and attaining the Vietnam Development Goals, arepart of such vision. With this vision in mind, the reportflags several areas of concern: planning versus budgeting,and modernizing that planning; better service delivery;redistributing to the poorest; setting budget allocationnorms; delegation to spending units; and, management ofstate assets.
