Kyrgyz Republic - Public Procurement System Assessment : Using the OECD-DAC/World Bank Methodology
[摘要] This procurement assessment provides abasis whereby the Government of the Kyrgyz Republic (GOK)can formulate a capacity-building plan to improve itspurchasing system; donors can devise strategies forassisting the capacity development plan and mitigate risksin individual operations that they decide to fund; and thecountry can monitor system performance and the success ofreform initiatives in improving outcomes. It incorporatesresults from analyses of procurement legislation andfeedback from various stakeholders in the procurementsystem, including government agencies, procuring entities,consultants, contractors, suppliers, and representatives ofcivil society. The Public Procurement Law (PPL) of theKyrgyz Republic took effect on May 24, 2004. The PPLprovides for a decentralized procurement system. All usersof central and local budgetary funds are now responsible forconducting procurement in accordance with the standards ofthe new law. Since the December 2002 Country ProcurementAssessment Report (CPAR), several significant developmentshave occurred in the public procurement system of the KyrgyzRepublic. In the new PPL, the government implemented themajority of the Bank's recommendations. Although thePPL clearly assigns the procurement oversight and supportroles to the State Agency on Public Procurement andMaterials Reserve (SAPPMR), the agency is unable to fulfillthese roles efficiently and objectively. It lacks adequatecapacity. The SAPPMR must review and verify the informationcontained in tender and contract award notices to ensurethat the information is accurate and in compliance with thePPL. The SAPPMR provides little guidance to procuringentities to ensure effective PPL implementation.
