Georgia : Public Expenditure Review
[摘要] Like other low-income countries,Georgia's ability to reduce poverty and meet theMillennium Development Goals (MDGs) by 2015 will dependcrucially on its ability to sustain per-capita GDP growthand to use effectively and efficiently its scarce publicresources. Indeed, increased public expenditures will notresult in improved social outcomes unless currentproductivity levels are improved. This report shows thatweaknesses in Georgia's public expenditure managementsystems have led to serious inefficiencies and inequities inthe use of public resources and have prevented the necessaryrestructuring in public expenditures. The first threechapters explore sources of these systemic problems in thecontext of macroeconomic management, revenue policy andadministration, and budget management systems. Subsequentchapters explore the scope for strengthening budgetmanagement systems in the areas most critical for povertyreduction and the attainment of MDGs: local governments andsocial sector spending. These chapters both corroborate andsupplement with further detail the core constraints onpublic expenditure restructuring seen in the earlierchapters, but also map out the complementary components of areform strategy which recognizes the need for parallelaction by central agencies, line ministries, and localgovernments. Given that identified weaknesses cannot all beaddressed at once, the PER offers an approach to sequenceexpenditure management reforms in phases.
