Making Justice Count : Measuring and Improving Judicial Performance in Brazil

[摘要] The present report, and the source ofits findings, summarizes the results of research conductedin Brazil in 2003-2004. It is the second of two World Banksponsored studies on the Brazilian judicial system. Itsfindings, while provocative, were obviously limited in theirgeneralization, and as the study concluded, raised as manyquestions as they answered. This second effort is intendedto address some of these questions by taking a broader, ifless detailed look at sector operations - here defining thesector (or system) not just as the courts, but as themultiple formal and informal institutions involved in theresolution of conflicts through the application andenforcement of the legal framework.
