Participation and Local Government

[摘要] Citizen participation in thedecisionmaking and development activities of localgovernment can produce more efficient and effective deliveryof services by the public sector. In order to fosterparticipation, some responsibility must be devolved fromcentral to local government. However, the assignment ofresponsibilities to local governments cannot, by itself,ensure participation. Accountable local governments are keyactors in any attempt to create an enabling environment foreffective participation in public sector activities.
