Republic of Yemen : Poverty Update, Volume 2. Annexes
[摘要] Based on the analysis of the householdbudget survey, the report identifies a nationally widespreadpoverty, pervasive in rural areas, concentrated in fourgovernorates. The factors that affect the risk of being poorin Yemen are lack of education, large households thatinclude several children, geographical location thatprevents access to income generation, and, lack of workerremittances from abroad. In addition, while publicexpenditures in social sectors (education and health), aremildly pro-poor, they do not address the magnitude ofrural-urban, and gender gaps, and, by and large, socialprograms are urban biased, mostly benefiting the better-off.Incidentally, the benefit-incidence analysis of the safetynets, show that coverage is extremely limited, and thatshort-term downturns, and poverty vulnerabilities fail to beaddressed. Most importantly, the report outlines thatalthough programs under the second phase of the SocialDevelopment Fund are pro-poor, the inter-governoratedistribution of both the Public Work Programs, and theSocial Welfare Fund allocations, show no signs of pro-poortargeting. It is suggested to pursue structural, andinstitutional reforms, so as to introduce changes in thegovernance structure, that would ensure a pro-poor patternof growth, one that would not widen the gap between the poorin urban vs. rural areas. Moreover, public investments inthe social sectors should be improved, and publicexpenditures for those sectors increased.
