Republic of Niger : 2012 Public Expenditure Review
[摘要] The Government's Plan for Economicand Social Development (PESD) 2012-2015 outlines anambitious public expenditure program to foster sustainableinclusive growth and to improve public service delivery. The2012 Public Expenditure Review (PER) is the first in aplanned series of annual PERs (APERs). The objective ofAPERs is to provide decision makers in the Nigeriengovernment, domestic stakeholders, as well as Niger'sdevelopment partners with regular information and analysison budgetary developments. The APER process aims to meetinformation requirements of interested stakeholders whileminimizing the transaction cost for government. In theabsence of a regularly published APER, the authorities areconfronted with frequent and often duplicative requests forinformation, which claim significant staff time in analready very capacity constrained public sector environment.It is envisaged that a "one assessment - oneprocess" approach will help to reduce transaction costsfor government while meeting information requirements ofinterested stakeholders. The APERs will consist of threemain parts. The first part will monitor public expenditureperformance and the implementation of public financialmanagement reforms. The second part will focus on sectoralpublic expenditure issues, and the third part will analyzeselected public expenditure issues in detail. In the contextof the annual PER process, every second year a publicexpenditure and financial accountability (PEFA) will becarried out. Public expenditure management reform actionplan has been adopted in 2012 and provides a road map forreforms and helps coordinate donor support in this area. TheBank is supporting the strengthening of public financialmanagement systems through a technical assistance grant.This PER covers the following topics: introduction in thefirst chapter. The review's macroeconomic context inthe second chapter, an assessment of public expendituretrends and composition in the third chapter, and a review ofthe volume, modalities, and allocation of officialdevelopment assistance in the fourth chapter. Publicexpenditure developments in the health, education, and ruraldevelopment sectors are reviewed in the fifth, sixth, andseventh chapters, respectively. At the end, chapter eightfocuses on strengthening Niger's public expenditurereview process.
