Strategic IDPs Assessement

[摘要] Integrated Development Plans (IDPs) havebeen introduced in Romania as a prerequisite for accessingEU funds under the Regional Operational Program (ROP). TheIDPs designed for growth poles represent a specific categoryof strategic planning documents as: 1) they need to beconsidered within the frame of the national policy to whoseimplementation they contribute; and 2) they represent afirst endeavor to think of development across functionalareas rather than confined to the administrative borders ofthe main cities. The objectives of this report are: i) tocarry out a strategic evaluation of the seven IDPs andassess how the current plans compare with the diagnostic ofthe challenges identified in the work on urban development;and ii) to provide clear recommendations for the improvementof existing IDPs which will contribute to the elaboration ofthe future generation of plans implemented during the nextprogramming period and will help improve the targeting ofinvestments to enhance their economic impact.
