Maldives : Public Expenditure Review
[摘要] The unifying theme of the publicexpenditure review is the growth and poverty focus of publicexpenditures, evolving around the question of how effectivepublic expenditures are in addressing Maldives'overriding objective of reducing regional disparities andincome poverty, particularly in the outer atolls. Sincemacroeconomic stability is a key prerequisite for sustainedhigh economic growth and poverty reduction, the soundness ofthe fiscal framework and the issues of fiscal sustainabilityand contingent liabilities are examined in Chapter 2. Thelatter chapter also looks at the allocation of publicexpenditures along the key economic categories as well as bymajor sectoral/functional break-down, with specificrecommendations for reform measures. Chapter 3 focuses onthe institutional issues and challenges faced in publicexpenditure management, including the coordination ofdecision making and budgeting, planning and servicedelivery, and monitoring and evaluation. Sectoralallocations of public expenditures are evaluated in Chapter4, with particular focus on education, health, andinfrastructure. Sectoral public expenditures are evaluatedin terms of their rationale for public sector intervention;determining the appropriate instrument for achievingtechnical efficiency; and their impacts/outcomes. Chapter 5concludes by summing up overall reform priorities anddiscussing planned next steps and follow-up supportactivities to implement recommendations.
