Participation in Poverty Assessments

[摘要] The Bank ' s approach to countrypoverty assessments (PAs) is increasingly stressing theinvolvement of stakeholder groups, with the aim of buildingin-country capacity to address the problems of the poor. Theparticipation of government and other institutionalstakeholders in all aspects of the work increasessensitivity to poverty issues, enhances analytical skills,and builds allegiance to the measures proposed for povertyreduction. In addition, conventional statistical analysis iscomplemented by qualitative information from participatorysocial assessments, known as " PPAs, " whichreveal the concerns voiced by the poor. Some early lessonsfor task managers have already emerged from this experience.
