The Republic of Moldova : Trade Diagnostic Study
[摘要] Across the transition economies, thereappears to be a strong and positive association betweenexport market growth and economic growth. Export marketgrowth, for its part, has been closely linked to the largerorder trade reorientation towards the European Union (EU).This reorientation, in turn, has been associated withproduct upgrading and investment, commonly undertaken byforeign investors. Given its proximity to the EU, theperformance of Moldova's exports to the European Union(EU) has been disappointing. Moldova's exports arestill concentrated in a few commodities and are stillprimarily destined for the CIS market. While macroeconomicstability has been largely achieved, formal and informaltrade and investment barriers, including a high bribe tax, have limited much needed restructuring, domestic and foreigninvestment and quality upgrading. As this study suggests, the achievement of more sustainable export-led growth andpoverty reduction will require policies that go beyondformal trade policies. Indeed, a more open trade regime mustgo hand-in-hand with a good business and investment climate.
