Mainstreaming Citizen Engagement in Public Financial Management for Better Results
[摘要] Public financial management (PFM) isfundamental for effective resource management and thebackbone for effective and efficient public servicedelivery. Citizen engagement (CE) in the PFM cyclecontributes to achieving better development outcomes bymobilizing citizens in the PFM process, supporting moreinclusive budget processes, and establishing pro-poor fiscalpolicies. Based on a desk review, this note is intended toprovide a menu of CE entry points in the PFM cycle and serveas a reference guide to support World Bank task teams. Itindicates that CE in PFM needs to move beyond transparencyto achieve development objectives; budget literacy forinclusive CE is critical for both government and citizens;and two polarized types of engagement in PFM — engagementwith the general public and engagement with small, selected,and specialized groups for in-depth feedback — arecomplementary to each other in achieving effective budget outcomes.
