Zambia : Country Procurement Assessment Report, Volume 1. Main Report
[摘要] The legal framework lacks robustness,and features structural and content inadequacies. Twocurrent practices foster corruption and higher prices: usingnegotiations as an accepted procurement method, and,misusing the registration system for purchases fromshort-listed firms. Furthermore, procurement management isweak, showing incomplete procurement files, producingtherefore avoidable losses for the government, whileinadequacies in budget allocation, and in the funds releasesystem reveal significant release delays, seriouslyaffecting project implementation and contract management.Within this context, it is recommended to establish aprocurement reform task force to initiate, and oversee theimplementation set in the action plan developed by thisCPAR. Moreover, the policy, and supervisory role of theZambia National Tender Board (ZNTB) should be established,even prior to the new procurement legislation. The plan fora complete delegation of procurement authority should befinalized within a phased three-year period, and aprofessional procurement cadre should be established,defining its composition, with measures to support themanagement function. Other recommendations include there-design of a registration list system, implementation ofanti-corruption actions, and, introduction of appropriateprocurement planning, and a new filing system.
