Incentives for Improving Birth Registration Coverage : A Review of the Literature
[摘要] This paper describes a framework ofsupply and demand factors that could affect birthregistration coverage rates, particularly in the context ofsocial transfers. Within this framework, a review of theempirical literature (academic and grey) was conducted onincentives that have been demonstrated to increase birthregistration coverage. More than two hundred articles werereviewed, and forty-two (twenty-three academic and nineteengrey) were selected for this study based on relevance. Theliterature encompassed evidence from Asia, Africa, and LatinAmerica on linking birth registration with social transferprograms, such as cash transfers, which have resulted inincreased birth registration rates. The methods in theliterature on incentives for countries to increase birthregistration coverage vary. There is a lack of scholarlyresearch on incentives to address both supply and demandbarriers for birth registration and a need for more robustliterature on the topic.
