Population Programs : Facilitating Implementation at the Grassroots

[摘要] The population growth rate inSub-Saharan Africa (SSA), at 2.7 per cent per year, is oneof the highest in the world. This high growth rate tends tooffset reductions in the number of poor in most SSAcountries, as the rate of population increase is higheramong the poor than the non-poor. The birth rate remainshigh because the fertility rate (average number of birthsper woman) remains exceptionally high at more than 6.However, only in a few SSA countries have population controland family planning programs produced tangible results.Often, this has been because the programs have not beenfully accepted by the intended beneficiaries. Innovative andinclusive approaches that bring in all identifiablestakeholders at all stages of project and programdevelopment are obviously vital to achieving any realsuccess on the ground.
