Romania : Country Financial Accountability Assessment

[摘要] As of 2002 , with the adoption of thelaw on public finance (LPF), the Romanian Government appearsto have established a comprehensive legal base forappropriate institutions of public financial accountability.The Country Financial Accountability Assessment (CFAA)recommends that the Ministry of Public Finance maintain thecomparability between the key terms, and definitions used inthe European Commission (EC) financial regulation. The newlyadopted regulatory framework for budgeting, accounting,internal control, internal audit, and the technicalassistance projects in these fields, reflect theGovernment's efforts to meet international bestpractices in these areas. The CFAA concludes that in orderto accomplish these efforts, the Government needs toreinforce its strategic management of the public financialmanagement (PFM) reform, and recommends the establishment ofa cross-ministerial committee-based reform management. TheCFAA also addresses the need to closely coordinate technicalassistance, and training activities in the field of publicfinancial management. The CFAA recommends the continuedreinforcement of the Ministry of Public Finance capacity, tomonitor compliance with the rules, and deadlines for budgetpreparation, while it acknowledges the internalization ofthe remaining extra budgetary funds, into the framework ofthe LPF. The CFAA concludes that budget data generallyappears to be reliable, noticing budget variances aredisclosed. As a general recommendation, the CFAA furthersuggests the MoPF should continuously review, and considerthe need to inform Parliament with timely reports, andupdated data, on changes made in budget allocations. Theoverall impression of the CFAA is that decisive progress hasbeen made in recent years, in modernizing budget practices.
