What the Transformation of Telecom Markets Means for Regulation
[摘要] The author looks at the impact of thechanges in the telecommunications industry on regulation. Asdemand changes, services converge, and new players emerge,the key issue for regulators is promoting competition. Thework of regulators is becoming increasingly complex at thesame time that convergence and the common principlesestablished in regional and international trade agreementsare reducing their discretion. One way for regulators todeal with the complexity is to privatize aspects ofregulation-for example, by creating property rights to thespectrum and by outsourcing some regulatory tasks. But thespecialized telecommunications regulatory agency is probablya transitory entity that may eventually find itself mergedinto a multisectoral antitrust agency.
