Vietnam 2010 : Entering the 21st Century
[摘要] The study outlines the socioeconomicdevelopment strategy for Vietnam, during the first decade ofthe twenty first century, envisaging sustainable economicdevelopment, to rapidly adjust to social stability, whilemaintaining cultural, and traditional ties. The aim is tobecome a socialist market economy, fully integrated into theglobal economy, internationally competitive, withcharacteristics of an industrialized, and knowledge-basedsociety within twenty years. This vision articulates theeradication of hunger, and hard-core poverty, emphasizinguniversal lower secondary education. Likewise, it intends toreduce child malnutrition, increase life expectancy, andraise access to clean water in urban areas. However, thevision requires a doubling of the GDP by 2010, throughincreased investments and growing exports, decliningagricultural inputs, but increasing the industrial, andservices share. Part I of the report, still undergoingextensive consultations within the Government, and civilsociety, provides the strategic directions for the country,examining enterprise development, rural development, humanand social development, infrastructure, environmentalquality, and governance. Part II addresses strongerpartnerships to help the Government implement this strategy,through a series of thematic notes, which describe donorparticipation, and international development assistance.
