Cultural Property Conservation and the Development Process
[摘要] The study intends to assist in planningfor cultural heritage conservation in project environmentalassessments, and complement instructions under operationaldirectives on both environmental assessment, and culturalproperty. Based on library research, and discussions withAfrica experts, the study cautions on the informationprovided on the subject, since both qualitative, andquantitative findings have serious data gaps. The changingnature of African culture is taken into account, inreflecting on cultural heritage issues, for little is knownabout site distribution, since geographical distributionvaries considerably form one country to another.Undoubtedly, Africa is the continent paramount in studies ofhuman evolution, both in human paleontology, and thearchaeology of human origins, however, archaeology inSub-Saharan Africa is a relatively recent innovation.Descriptions on traditional, and colonial architecture,including cultural landscapes identify the result of humaninterventions, including the rich traditions of daily lifethrough its material culture. Projects on cultural heritageissues should contain an executive summary; policy, legaland administrative frameworks; and, concise projectdescription, to assess the dimensions of socioeconomicconditions. Mitigating measures should include siteconservation, archaeology recovery, and enhancement of site improvements.
