South Africa : Reducing Financial Constraints to Emerging Enterprises
[摘要] South Africa's black enterprisesector is a residual employer with an important role to playin improving welfare and alleviating poverty. It is also asource of dynamic and potentially dynamic firms that createwealth and generate employment. The challenge facing SouthAfrica is to design an institutional framework that accordsblack enterprises much broader access to financial services,training, and technical assistance. That framework iscontained in the government's policy paper, NationalStrategy for the Development and Promotion of Small Businessin South Africa. Details of the institutional framework toincrease access to financial services by emergingenterprises are discussed here. Like South Africa, manycountries in Africa, Asia, and Latin America face severeunemployment, a stagnant formal economy and a burgeoninginformal economy made up of small enterprises whichconstitute the only means of livelihood for a substantialshare of the population. South Africa's efforts todevelop its formal financial sector's capacity to servethe needs of small, new businesses offers potentiallyinteresting lessons for other countries.
