Privatizing Infrastructure : Capital Market Pressures and Management Incentives

[摘要] The authors propose a number ofprivatization rules to ensure that management will improveafter privatization. Governments should ensure that theprivatized sector has several firms operating in industriesthat are local natural monopolies, so that if one operatorgoes bankrupt, another can readily take over. Governmentsshould also permit concentrated ownership and foreignownership, and profits should not be guaranteed through regulation.
